When a new request is made who should have a Microsoft 365 license?

Should the requestor and Owners have a license?

Answer
Yes, all requestors will require a license that will allow them to access the resource they are trying to create. 
 
Depending on your configuration the Requestor may be added as an owner of the workspace so needs to be able to access and manage it. 
 
The License requirements is:
  • E1
  • Business Basic

The license must also have the apps they are requesting enabled, if they do not a SKU error will be displayed.
